Wyoming sets aside a fund to be used to sue other states for pursuing renewable energy, thus compromising their carbon-heavy-energy revenue stream. They are objecting to Colorado's rules that mandate clean energy sources, which is crimping their opportunity to sell coal-fired juice across state lines. They are also engaging Washington state for rejecting a coal export terminal that they would like to have and use.
