I don’t know whether D.C. has such a law (doubt it), but even if they did, it is very difficult to defeat the speech and debate privilege for congresspeople who are doing things like this on the floor of the house during a session.

One could realistically say that he has protection under 5A, "No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury …" She is a government official, doing government business, and trying to hold him to account, for, something.
